  13.      Once the communications plan is developed, it must be given the
  14. widest possible dissemination and tested for effectiveness through
  15. drills and exercises. If it does not work well then it must be either
  16. modified, or the users must be better trained and drilled, or a
  17. combination of both must occur.
  18.      It has been my experience that following most major inci-
  19. dents there is a need to make adjustments to standard operating
  20. procedures. Sometimes this means updating basic data or modifying
  21. actual procedures. This is why SOP's should not be buried within
  22. or threaded throughout any plan. A plan should be the basic
  23. foundation and framework. The SOP's, operation manual, or similar
  24. documents are the furnishings attached to a plan. This is why
  25. well written plans and SOP's require frequent review, exercising,
  26. and updating. Operations frequently fail or are considerably less
  27. than optimum if this is not done. SOP's are best written by
  28. people who have experience in carrying them out.
  29.      A final word to tease the semanticists. Planning is plan-
  30. ning, right? Then what, pray tell, is preplanning? Is this where
  31. one contemplates to plan? Why not drop the "pre" and get right to
